·   Senior Earned Value Analyst with ARES, Inc. on contract with the National Aeronautics and Space Administration (NASA) – Goddard Space Flight Center.  Served as the center-wide EVM expert on all Goddard Space Flight Center Projects and, as such, guided all Goddard projects in the training and implementation of all EVM and Integrated Baseline Review (IBR) related endeavors. Served as a member of the NASA Headquarters’ Earned Value Management Working Group comprised of NASA EVM senior officials, and participated in the development and implementation of NASA’s Earned Value Management System validation undertakings.  Served as a NASA EVM expert in consultation with an abundant number of large U.S. and international contractors such as Boeing Satellite Systems, The Applied Physics Laboratory of John Hopkins, The Southwest Research Institute, and JAXA, the Japanese counterpart to NASA. Served as a subject matter expert in developing plans, guidance, and procedures to implement Earned Value Management processes for major NASA program offices. Worked autonomously and/or in team environments with NASA Program Officials to establish EVM procedures and policies for implementation by government and contractor staffs.  Demonstrated comprehensive knowledge of EVM industry standards and practices. ·   IT Planner / Primavera Specialist with TC Associates, LLC on contract with the Veteran’s Administration Office of Economic Development, Veteran’s Health Information Technology, Capital Planning and Investment Control.  As such, provided professional analysis, evaluation, surveillance, tracking, reporting, and training.  Services included evaluation and analysis of products and deliverables, project coordination and planning, capital planning and investment development, program facilitation, configuration management, program control monitoring, and the documentation of processes and results to support key program management efforts to improve program performance.  Responsibilities included the validation of Earned Value (EV) data submitted on OMB 300 portfolios totaling in excess of 1.8 billion dollars.  Provided resources to complete tasks that effectively standardized and institutionalized project management processes across portfolios, programs, and projects; provided active program direction; periodically reviewed interim results; and identified and executed adjustments to ensure achievement of the planned outcomes.  Maintained a resource-loaded, cost and schedule integrated, executable, and sustainable project plan using the Primavera 5 Enterprise Project Management Tool. Provided support for administrative, financial, and process development associated with successful IT program execution and oversight.  Developed a matrix of identified tasks, position descriptions, and resource personnel in support of the contracting company’s proposal developmental and writing efforts.  Provided position descriptions to align and comply with the tasks identified in the client’s Request for a Proposal (RFP).

·   Mathematical Statistician / Senior Researcher / Program Manager / COTR – U.S. Census Bureau – Senior Member of the Decennial Management Division, Decennial Planning Division, and the Project Management Staff of Field Division.  As such, coordinated all field logistical, planning, scheduling, training, implementation, monitoring, and evaluation activities (both operational and administrative) for the 1990 and 2000 Decennial Censuses.  Coordinated activities with representatives from all census areas and divisions including those divisions responsible for the administrative and logistical operations, questionnaire content and design initiatives, and software and analysis system development.  Conducted research of background information, developed procedures, wrote associated manuals and training packages, and designed questionnaires and address listing procedures for census field operations.  Developed MS Access database systems for use in the dissemination and tracking of decennial census computer and office equipment, supply kits, and training and reference materials.   Developed operational budgets and master integrated schedules for all census field operations, and monitored the developed schedules and budgets.  Developed specifications for the computer editing and review of census documents, questionnaires, and listing forms.  Led a team charged with the development of a Management Information System (MIS) for use in monitoring the schedule status of census operations, activities, and budgets.  Prepared position and analytical papers on the 1990 Outreach Program and the 1990 Non Response Follow-up Operation utilizing SAS and SPSS software and Excel, Access, Lotus 123, and Quattro Pro spreadsheet applications. Responsible for the implementation and coordination of the Census 2000 Testing, Experimentation, and Evaluation Program.  Led interdivisional teams, prepared Statements of Work and formal research proposals, functioned as the COTR on awarded contracts, identified resource requirements, developed and authored research plans, and created, managed, and approved work breakdown structures. Assessed program status and recommended appropriate solutions. Developed statements of work (SOWs) related to statistical evaluations, negotiated with contractors, tracked invoices, and served as the technical manager on the awarded statistical evaluation contracts. Developed and designed seminar brochures and advertising materials that were, in turn, mass-produced by the Graphic Design Branch of the Census Bureau for use during the national 2000 Decennial Census.  

·   Area Manager – Philadelphia Regional Census Center – U.S. Census Bureau:  Responsible for the management and close control of all field, office, community interaction, outreach, promotional, special place, address compilation, and evaluative operations of nine district offices which, in turn, were responsible for the enumeration of in excess of 350,000 housing units.  Provided guidance and technical direction to District Office Managers, Assistant Managers, Regional Technicians, Census Community Awareness Specialists, Census Media Specialists, Information Services Specialists, and all other regional census center and district office personnel.  Guidance was provided utilizing knowledge of the overall field, office, promotional, outreach, media, geographic, and special place activities and operations.  Provided supervision and guidance for more than twenty five regional technicians, media specialists, and regional recruiters as well as managing and coordinating their regional census center and district office liaison activities.  Maintained a variety of outside contacts with civic organizations, local and state governmental officials and entities, business firms, the print media, religious groups and organizations, television and radio media outlets, and other similar groups to further the needs of the Bureau and to foster cooperation on the part of the public.  Developed and designed census questionnaires and enumeration forms/materials for use by the public and the field staffs during the census tests, dress rehearsals, and decennial censuses.   

·   National Program Manager - Complete Count Committees – U.S. Census Bureau:  Planned, developed, coordinated, and implemented the Complete Count Committee Program in the field through coordination with the 24 Complete Count Committee (CCC) Technicians stationed in the 12 Regional Census Centers across the country.  Responsible for providing training, guidance, and technical support to the CCC Technicians who, in turn, provided guidance to some 39,500 locally formed Complete Count Committees.  Attended inter-divisional meetings and conducted activities with members of other involved Headquarters’ divisions to develop program objectives and guidelines which provided the operational mechanisms through which local, county, and state governmental entities became actively involved in the census-taking process.  Developed public relations materials for use by these locally-formed Complete Count Committees in their outreach endeavors.  Assisted local jurisdictions and locally-formed Complete Count Committees in their understanding of and involvement in the Census Count Local Review Program.  Monitored the program budget and designed an evaluative program and questionnaire to assess the effectiveness of the locally formed Complete Count Committees.

·   Information Services National Coordinator – U.S. Census Bureau:  Planned, coordinated, and managed a national program directed towards community awareness and acceptance of the Census Bureau’s various programs by working with national and area groups to explain the Bureau’s programs and initiatives along with the importance of providing census data to the Census Bureau.   Provided guidance and coordinated the efforts of regional Information Services Program personnel in their efforts to establish contacts with all levels of the community, including organized citizens, government groups, information media, the business community, and private individuals.  Developed promotional materials for dissemination to the Information Services Specialists for use in their outreach efforts.  Attended various meetings of minority organizations and special interest groups.  Addressed such meetings representing the Census Bureau.  Participated in data dissemination workshops providing census data, appropriate promotional materials, and advice to participants while simultaneously soliciting their views and comments.  Traveled frequently throughout the country to observe and advise the regional staffs on the implementation of the Information Services Program.
